Libya?s revolutionary leaders say that negotiations over a peaceful handover in the loyalist town of Bani Walid, 150km southeast of the capital Tripoli, have collapsed and fighters have surrounded the city.

Al Jazeera?s Sue Turton, reporting from near Bani Walid on Sunday, said that negotiations have collapsed and the revolutionary fighters are hoping the people in the town will rise up against supporters of Muammar Gaddafi, the deposed Libyan leader.

?The negotiations are dead and buried,? she said.

Earlier on Sunday, speaking in the eastern city of Benghazi, Bani said that revolutionaries were in control of key strategic points around the city.

?There was fighting in Bani Walid, now I can say our revolutionaries have control of some important points around Bani Walid. And they are raising the independence flag over there,? Bani said. ?Soon Bani Walid will be liberated completely.?

Al Jazeera?s Andrew Simmons, reporting from As Saddadah, southeast of Tripoi, said he had heard reports of fighting within Bani Walid.

?This could be that that there are sleeper groups in that town [of Bani Walid] who are very much supporting the revolution and have started to rise in some parts of the town,? he said.

Al Jazeera?s Turton said NTC fighters outside Bani Walid estimate the number of Gaddafi troops remaining in the town at less than 100.

?This is aside from the Gaddafi loyalists who we?ve heard have come out, who are manning checkpoints ? civilians who have weapons,? she said. ?But as for actual Gaddafi troops, they?re saying no more than 100.?

Gaddafi?s family

Meanwhile, Ahmed Bani, the National Transitional Council?s [NTC] military spokesperson, confirmed to Al Jazeera that Gaddafi?s son Khamis and Muhammad, the son of the former spy chief Abdullah Senussi, had been killed.

Khamis had died in flighting close to Tripoli and was buried near Bani Walid.

Bani Walid has been speculated to be a possible refuge for Gaddafi and other members of his family.

Abdulrazzak Naduri, an NTC military commander in nearby Tarhuna, told the Reuters news agency that one of Gaddafi son?s, Saadi, was in the town while another, Saif al-Islam, had recently fled.

Asked if Gaddafi was in the town, as claimed by NTC military commanders, Ali Tarhouni, the NTC?s oil minister said: ?As for Gaddafi himself ? we know where he is.?

?

The city, along with Sirte on the Mediterranean coast and Sabha deep in the Sahara desert, are the last pockets of Gaddafi support.

?What the NTC are hoping for Bani Walid, if they manage to get a settlement there, [is] that it will be the model for the other two [cities],? our correspondent said.

Gaddafi?s whereabouts

Gaddafi?s spokesperson has dismissed suggestions that Bani Walid was about to surrender and insisted that tribal leaders there were still loyal to the deposed leader.

?Bani Walid is a major city hosting one of the biggest tribes in Libya who have declared their allegiance to the leader and they refused all approaches for negotiation with the Transitional Council,? Moussa Ibrahim told Reuters in a telephone interview.

Ibrahim said Gaddafi was ?in a safe place surrounded by many people who are prepared to protect him?.

UN envoy

A special envoy for Ban Ki-moon, the UN secretary general, arrived in Tripoli on Saturday to deliver a message that the world body was ready to assist in re-establishing security after the nearly seven-month uprising that toppled Gaddafi.

Ian Martin, the UN special adviser, told Reuters on Sunday that Libya?s election process needs to begin soon and the proliferation of weapons is a ?major concern?.

?I am here now to discuss with the National Transitional Council how the United Nations can be most helpful in the future,? he said on arrival.

Martin arrived amid questions about the UN?s future role in the country, particularly about whether a peacekeeping mission will be necessary.

?I think the future leaders of Libya face a very big challenge, they have already shown the ways in which they are ready to tackle that challenge and it will be the commitment of the United Nations to assist them in any way they ask.?

The incident began Wednesday afternoon when officers responded to calls about a man seen walking around with a rifle.

One emergency caller reported the man had pointed the rifle at a dog, NBC Miami reported.

An encounter between the man and officers ensued and shots were fired, North Miami Beach police spokesman Sgt. Warren Hardison said. The man was flown to a hospital where he was pronounced dead.

Members of his family said that the man was mentally disabled and never violent, according to the Miami Herald and WFOR-CBS 4. Family members told WFOR the victim was 56-year-old Ernest Vassell.

"They murdered him in cold blood for a toy gun!" the victim's sister, Claire Harding, told WFOR. "That?s no reason for you to kill somebody!"

No one else was injured in the shooting.

Tropical Storm Lee's outer bands pelt Gulf Coast (AP)

NEW ORLEANS ? Heavy rains from Tropical Storm Lee were falling in southern Louisiana and pelting the Gulf Coast on Saturday as the storm's center trudged slowly toward land, where businesses were already beginning to suffer on what would normally be a bustling holiday weekend. The storm could bring as many as 20 inches of rain to some areas.

Tropical storm warning flags were flying from Mississippi to Texas and flash flood warnings extended along the Alabama coast into the Florida Panhandle. The storm's slow forward movement means that its rain clouds should have more time to disgorge themselves on any cities in their path.

The storm was expected to make landfall on the central Louisiana coast late Saturday and turn east toward New Orleans, where it would provide the biggest test of rebuilt levees since Hurricane Gustav struck on Labor Day 2008.

Still, residents didn't expect the tropical storm to live up to the legacy of some of the killer hurricanes that have hit the city.

"It's a lot of rain. It's nothing, nothing to Katrina," said Malcolm James, 59, a federal investigator in New Orleans who lost his home after levees broke during Katrina in August 2005 and had to be airlifted by helicopter.

"This is mild," he said. "Things could be worse."

The outer bands of Lee, the 12th named storm of the Atlantic hurricane season, began dumping rain over southeastern Louisiana, southern Mississippi and Alabama on Friday.

By the evening, 2 1/2 inches of rain had fallen in some places on the Gulf Coast, including Boothville, La., and Pascagoula, Miss. In New Orleans, rainfall totals ranged from less than an inch to slightly over 2 inches, depending on the neighborhood.

The coming storm began washing out Labor Day weekend festivities, with cancelations of parades and other events in Orange Beach and Gulf Shores, Ala. In Louisiana, programming was canceled at state parks and historic sites in the southern part of the state.

Merchants worried the storm would dampen the Southern Decadence festival, an annual gay lifestyle fixture that rings cash registers on Labor Day weekend. Ann Sonnier, shift manager of Jester's bar, said receipts were disappointing so far.

"People are probably scared to death to come here after Katrina," she said.

Some tourists were caught off guard by Lee, but didn't let it dampen their spirits.

"I didn't even know about it," said Kyla Holley of Madison, Wis., who along with husband Rob was in town for the Labor Day weekend holiday. "But it wouldn't have stopped us from coming."

Lee comes less than a week after Hurricane Irene killed more than 40 people from North Carolina to Maine and knocked out power to millions. It was too soon to tell if Hurricane Katia, out in the Atlantic, could endanger the U.S.

The storm's biggest impact, so far, has been in the Gulf of Mexico oil fields. About half the Gulf's normal daily oil production has been cut as rigs were evacuated, though oil prices were down sharply Friday on sour economic news.

Federal authorities said 169 of the 617 staffed production platforms have been evacuated, along with 16 of the 62 drilling rigs. That's reduced daily production by about 666,000 barrels of oil and 1.7 billion cubic feet of gas.

The National Hurricane Center said the center of Lee was about 95 miles (155 km) south of Lafayette and moving north-northwest at just 7 mph (11 kph). It was expected to cross the Louisiana coast by Saturday night and pass into the southern portion of the state on Sunday.

Forecasters say that Lee's maximum sustained winds had increased slightly by early Saturday morning to 50 mph (85 kph), and could get stronger.

Governors in Louisiana and Mississippi, as well as the mayor of New Orleans, declared states of emergency. Officials in several coastal Louisiana and Mississippi communities called for voluntary evacuations.

The Army Corps of Engineers was closing floodgates along the Harvey Canal, a commercial waterway in suburban New Orleans, but had not moved to shut a massive flood structure on the Mississippi River-Gulf Outlet shipping channel.

The MRGO was a major conduit for Katrina's storm surge, which overwhelmed levees and flooded St. Bernard and the city's Lower 9th Ward.

City officials said they expect some street flooding but no levee problems. Lee's storm surge, projected around 4 to 5 feet, is far short of the 20-feet-plus driven by Katrina. Billions of federal dollars have been spent on new levees and other flood protection.

The water-logged Lee was tantalizingly close to Texas but hopes dimmed for relief from the state's worst drought since the 1950s as the storm's forecast track shifted east. Forecasters said it could bring drenching rains to Mississippi and Alabama early next week.

On the Mississippi coast, tourism officials said there was no spike in cancellations for the holiday weekend at hotels and casinos.

On Grand Isle, Louisiana's only inhabited barrier island, people kept an eye on the storm that was already bringing rain there. It's not as frightening as having a Category 2 or 3 hurricane bearing down, said June Brignac, owner of the Wateredge Beach Resort.

"But we're still concerned with all the rain that's coming in, causing possible flooding of the highway going out. If we don't leave, we may be trapped here until it's completely past," she said.

The rain, however, had a silver lining. In New Orleans, it was helping to tamp down a stubborn marsh fire that for several days has sent pungent smoke wafting across the area.

Southern Louisiana needs rain ? just not that much, that fast.

"Sometimes you get what you ask for," New Orleans Mayor Mitch Landrieu said. "Unfortunately it looks like we're going to get more than we needed."

South Bend Mayor Proposes Lower 2012 Budget | Daily Rosetta ...

With flat revenue projections for 2012, the administration of Mayor Stephen J. Luecke is proposing a balanced General Fund spending budget of $64.4 million for the coming year, a 1-percent decrease from the current fiscal year.

The South Bend Common Council is beginning a series of hearings today on the proposed 2012 budget. the General Fund, which pays for general government and public-safety functions, represents the largest of six segregated sections of budget accounts requiring Council approval. the overall City budget ? which includes pensions, road projects, capital investments and user-funded accounts like utilities ? is proposed to be $263.4 million, down 2 percent from 2011.

On the expenditure side, the budget retains public-safety forces at full strength, including the addition of five new firefighters in 2012. Efforts to reduce abandoned housing through demolition of substandard structures again will receive $500,000 in funding in 2012, while staff in the South Bend Parks and Recreation Department will continue to operate a full complement of programs.

?We?re presenting a balanced budget and trying to offer some flexibility so that the new mayor can consider launching some new initiatives fairly quickly,? said Luecke, whose term expires Jan. 1, 2012, after nearly 15 years as South Bend?s longest-serving mayor. ?Despite a loss of $21.3 million in property tax revenues for 2012 as a result of the state?s tax caps, the City of South Bend is in strong financial position through reduced spending, conservative fiscal policy, local option income tax increases and fiscally responsible behavior.?

The City?s property tax revenues for 2012 are projected to be the same as 2011 ? $49.6 million. the total, however, only remains level because it includes new sources of tax revenues from the termination of the Tax Increment Financing district serving Erskine Commons and a one-year release of revenue from another southside TIF district serving Erskine Village. City officials are projecting assessed values of property within the city to remain flat after declines of 10 percent, 9 percent and 5 percent for the past three years.

Local income-based tax revenues ? including the County Option Income Tax, the Economic Development Income Tax and the Public Safety Local Option Income Tax ? are also expected to remain flat. the revenues received in 2012 would have been collected as the nation passed the low point of the economic recession.

Within the City?s annual operating budget, proposed public safety expenditures of $53.2 million represent nearly 83 percent of the General Fund budget, up from 80 percent in 2011. Staffing funded by the 2012 budget is projected to have a net increase of seven full-time personnel citywide, reaching a total of 1,185 full-time employees.

Within the total City budget, sewer revenue is projected to increase 12 percent as a result of a rate increase to fund the federally mandated combined sewer overflow long-term control plan. the water utility also is projecting a 3 percent revenue increase. Bond issues in 2012 will fund capital projects to continue to improve sewer and water infrastructure.

Last month, both Fitch Ratings and Standard & Poor?s rating agencies gave stable rating outlooks to bonds held by the City of South Bend: Fitch at AA+ and Standard & Poor?s at AA. ?The city?s strong finances, evidenced by extremely healthy reserve levels, have helped the city weather the economic recession and state-enacted changes to the property tax system,? Fitch reported. ?In anticipation of the negative impact of state property tax reform, and through proactive and conservative fiscal practices, city management made strategic expenditure cuts and increased local income taxes to replace a portion of lost property tax revenue, which has diversified revenues and put the city?s finances on firmer ground.?

?The stable outlook reflects the city?s very strong level of reserves and currently balanced financial operations and, as such, we do not expect the rating to change in the two-year horizon of the outlook,? according to Standard & Poor?s.

Following Monday?s opening session, additional budget presentations to the South Bend Common Council are scheduled at 5 p.m. on the following dates:
